Hi - if you have a problem with capsicain, the compound that gives hot peppers their heat, any substitution with a kick that you use for jalapenos will probably still cause problems. If you do just fine with capsicain (and it's usually more trouble for upper GI problems than lower) you could substitute ground cayenne or ground chipotle (smoked jalapenos - really special flavor!) or if you have access to Hispanic ingredients you could try something like chile negros or guajillo chiles. Or, just use a mild chile powder if you don't want a kick!
