Hi - Yeah, it can be. I'm not sure which type of dairy milk would work best - probably not skim, but not whole either. And I'm not 100% sure the results would be identical, but they'd probably be close. They'll have to bake it and see (I haven't baked with dairy for so many years, I can't predict the differences here). They might just want to buy a single box of soy milk (regular grocery stores have it) and use it for the baking.
