Nope, never heard of this. Did she give reasons? Is the a registered dietician? And was she maybe talking about the (controversial) specific carbohydrate diet by Elaine Gottschalk that is meant for inflammatory bowel diseases?

Most (if not all, actually) high soluble fiber foods have starch. How would you get the fiber you need without the starch?
