Hi - yes, you can use the loose herbs (fennel or anise or oregano will all help) that you buy in spice jars. It's really expensive to do this, though. You might find fennel tea bags in the tea section. If you have any bulk herb departments to choose from, check there first.

A grocery store or drug store might well have a tea ball or strainer. The grocery store pots and pans section should at least have a small sieve of some kind - you could use that. Do NOT boil the herbs in water - that will destroy the volatile oils. Pour boiling water over the herbs in a cup, just like you would brew tea. Let this steep, then pour your cup of water through the sieve into another cup to strain out the leaves. Or, hopefully, you'll have found a tea strainer to use and you'll just brew the stuff in that in your cup of freshly boiled water.
