No, soluble fiber in general can't worsen constipation, it can only help.

How long has your daughter been using Smooth Move? That's a laxative with senna, and her bowel could be habituated to it.

It's possible to gradually transition off the laxative and onto the acacia, but it does take some patience and you have to go slow and steady. Constipation usually requires a higher end of the dose range for acacia - up to 5 tablespoons (15 teaspoons) per day.
