Do make sure you use a BIG bowl or the sink so the sheets can submerge, and really scrunch and work the sheets with your hands the first minute or so. You see the little quilts start to fill, and then you can leave the sheets alone to soak (I weight them down in the water with a big bowl). The packs should fill up overnight to look like a quilt - really puffy individual gel squares.
You might have to microwave longer than one minute. I do mine for three minutes so that it's really heat - so hot that I have to wrap it in a towel to use it. As you heat the packs over and over again, you'll notice that the quilted squares start to get less full, and it takes less time to heat. That means you need to soak the packs overnight again (no need to scrunch after the first time) and they'll rehydrate. You can re-hydrate them as many times as they ever need it. I've been using the packs for about 2 years and have soaked them maybe 4-5 times total.
And it's not a stupid question!
