Soluble gluten-free flours

Can someone tell me if these bread flour combinations (from Gluten-free Girl's cookbook) are too insoluble to be safe?

1) 400 grams millet flour + 300 grams sweet rice flour + 300 grams potato starch
2) 300 grams raw buckwheat flour + 200 grams almond flour + 100 grams finely ground flaxseed meal + 200 grams potato starch + 200 grams arrowroot flour

Hi- the millet and flax are what I'd be looking at. The flax ratio is pretty low, but I'm honestly not sure about the millet. If it's really finely ground to a powder, like traditional white baking flour, it should likely be fine.
