Question about Pam . . .

I've been using Pam, but have had a problem. When I make cupcakes or breads and spray the pans with Pam, they don't rise much and the tops tend to be flat.

It was mentioned once that stale baking powder or not using enough baking powder might be the problem. But that doesn't seem to be it, because cupcakes/breads rise just fine in muffin tins when I use paper liners.

Any suggestions?

Thanks in advance for your help - this is very perplexing.
