I wish I could tell you what to do, every kid is different. Luke trained with the "naked" method - he'd pee in his underwear but left bottomless he would NOT just PEE on the floor (thankfully), that helped him "get" what was happening, and so as soon as he started to dribble he'd run to the potty, did the trick.
This did not work too well for Aaron though, he was just a strong will and I had to somehow break that with him. I don't remember exactly HOW though.
