I only have a girl (for now) but a friend of mine told me that he put Cheerios in the toilet as targets for his little boy to "aim" at and it worked! I know it sounds silly, but sometimes you get desperate...I am sure that you have tried Pull-ups? My daughter did pretty well with those. Good luck....hope something works out.
