Boy, I would be very hesitant to go digging in the beds until you have the soil tested. What if there is some chemical in there that becomes airborn when you start digging around and gets into your lungs?? I am also a gardner and have killed my share of plants but have never had anything turn black and crispy?!! I think they should replaced whatever is dead and/or dying and test your soil for free to prove there is no residual chemicals! Are your neighbors having any problems?
