None of it is "bad" for you, so yes, that's partly untrue.
For IBS purposes, the white stuff is better because it's pure soluble fiber, which is the basis of the diet and regulates your digestive system's functioning.
The brown stuff contains whole bran, which is insoluble fiber. We can still eat it, but like any other insoluble, it has to be eaten carefully, with a base of soluble fiber to cushion it.
