Check the Chinese markets. I believe I've seen them there, if they do in fact exist.
Other than that, look on line, maybe do a Google search for rice Panko. Maybe they have it maybe not. If not, and you were determined to have the same affect with rice not wheat, maybe you could put some uncooked rice noodles in a food process and chop until just the consistancy of the regular Panko. I haven't a clue as to if that would work or not, but it sounds like maybe it could.
