Your GP sounds really quite sympathetic which is worth a lot (especially in the NHS!)!! I've learned though that when it comes to IBS, doctors don't usually know everything, they probably can't with all the details of all the different health problems. But I find they are often willing to learn if I've successfully tried something out(non-dangerous of course) and I always tell them because I think they will advise their next patient to try the same thing!
Anyway, your GP might be mixed up, maybe she's read somewhere that, after all, INsoluble fibre's not good for many people with IBS (that used to be one of the big dogmas). My UK GP was very much in favour of soluble fibre supplements and I was lucky there because she happened to be acquainted with the 'big' GI specialist at the hospital whose 'secret' remedy was a product called 'Celevac', that's a rather unknown product you can buy over the counter at your local chemist's (though it gets cheaper when prescribed by your GP). These tablets really saved my life at the time. They're completely harmless, (Methylcellulose otherwise used in wallpaper glue). They definitely did not cause any side effects like bloating or so. I used to chew 8 per day (with one glass of water at least, be careful with the water, it may trigger the D reflex, so it has to be lukewarm and sipped). You will know within a day whether they have an effect on you or not. With me the effect was so extremely soothing in my bowels within 20 mins, I couldn't believe it. So I urge you to try them, whatever your GP says!
In a way, soluble fibre is just a 'mechanical' helper, like a hot water bottle, and I would give it to my children or anybody else with digestive problems. For example my mum, she takes my Psyllium capsules (another soluble fibre supplement) when travelling as a precaution against constipation, and it works.
