Never - Mind - found it ! I would like to get the references for the 8 reviews she mentioned. I have most of the latest reviews and they don't seem to conclude the same thing. In 2009 the American College of Gastroenterology published a report titled An Evidence-Based Systematic Review on the Management of Irritable Bowel Syndrome that set the guidelines for managing IBS. On page S17 they say that soluble fiber (psyllium) is moderately effective and it was given a conditional recommendation.
