Barbara's Shredded Spoonful Cereal?

On the quick foods list, Barbara's Shredded Spoonfuls is listed as a safe food.

Before I try, I just wanted to post the ingredients in case they have changed since they were added to the list,

Whole Oat Flour (with added Oat Bran), Yellow Corn Flour (with added Corn Bran), Unsulphured Molasses, Whole Wheat Flour, Salt, Baking Soda, Natural Vitamin E(Mixed Tocopherols [Soy] Added To Maintain Freshness), Vitamin C.

So if they are safe, then whole oat flour is ok? The other question I have that I get confused on, on the nutritional information on that cereal, it lists 4grams of fiber, 1g is soluble and 3grams is insoluble. If this is a safe cereal wouldn't that go against the eating more SF and adding IF?
