Help! Moved into a new apartment and am C, can' go

Hi how are you doing? I was hoping I would be able to catch up and get a little brief help.
I recently, this past week, moved into a new apartment. This has been very stressful, but the worst is over. I am and organized.
However, since I have come into town yesterday, I have been constipated. I can not take a crap.
Now, this last week was rough. First, I traveled back and fourth between here and home, along with moving. This meant I was not eating regular meals or getting the necessary fiber, fruits, vegetables, water per day. Further, when I was away this past weekend, I accidentally ate four slices of break over a two day period which contained non fat dry milk. To boot, the apartment I came from was with my best friend, and it was new with a nice big toilet. This place that I am in I am with no friends, it is old, somewhat rundown with old, beaten wood floors, a dirty bathroom, and an old, small toilet that has very little water in it. The place also has a cat which I may be allergic to.
Normally, after I have been sidetracked with eating, or eaten something bad, both of which I have done, it takes a few days to get better. I appear to have recovered from the milk. Today for the first time in four days I ate enough fiber, fruits, vegetables, and water. Yet the condition is worsening. I feel more dry and backed up then I did yesterday and in a long time.
Normally, when I change locations, it does not, at least recently, bother me all too much.
I wanted to know what you thought the problem is, and what I can do so my body is back to going regularly, or as close to regularly, as it can.
In my opinion
1) The not eating on schedule and milk made things worse. In which case eating enough fruits, vegetables, fiber, and water in a few days will help.
2) Transitioning to a new, older, apartment with less accommodating facilities and the toilet is makings things worse. I am afraid of going I think for fear that the toilet will not be able to handle the volume of me and will break or get very dirty and cause roommate problems.
3) The cat might be causing me to get allergic and backed dup, especially since in the last day my throught has gone dry and post nasal. Perhaps Clartin can take of it, because I notice when I do get allergic with post nasal I am backe dup.

My fear is what to about number 2, the apartment. How can I get my bowels to move as regularly as can be given I am in a new, less than accommodating facility? It feels as if my body is involuntary "shutting down" and refusing to even open the option of "going" for fear the toilet will not handle my workload, my roomates will make fun of me for going so often (I am living with people I do not know). Yet even in public facilities where I normally go I can not, indicating either my body is internally under so much fear it can't go or since this happens in ALL not just my toliet the cat allergies are to blame.
I would like to mention, while I did live with best friend and it was a newer apartment, the apartment was dirty, not filthy, upon departure and it was very stressful, I was worried all the time, living with my friend. So I do not know why since I was not in a sparkling no stress place then now it is so much more difficult. All I can think of is that when I moved into the apartment with best friend, we were the first people and it had been cleaned, all future germs where mine or his, which I am not afraid of, and I worried with him over him being a close friend, I never feared or was worried about IBS and him.
I'd like to know besides dieting and taking clartin what I can do. I am sure if I get comfortable in the apartment that may help, yet I don't how, if that is possible, and if it would work. What should I do? Talk with my roomates about my IBS to go? Thanks.
