Welcome to the Boards.
It is possible to spend a lot of money on IBS-safe food, but the basics aren't terribly expensive in the US and I hope they wouldn't be there. The foods on the Soluble Fiber list are pretty much staples - pasta, rice, white bread, potatoes, and so on - and beyond that you're talking fruits, vegetables, chicken, and fish. The non-dairy substitutes can add up, I know, but you may be able to get away with very little of those.
I think a lot of what else adds up in terms of money is the pre-made meals and snacks - lower fat, better for you ready-made food does always seem to be more expensive than higher fat fast food. One way around this is to go very simple - pretzels are a wonderful snack, for example, and a baked chicken breast sandwich is a great lunch. Another way is to do some cooking if you have the facilities for it. Not a 5-course meal every night but some fruit and vegetable breads perhaps, a pan of Anti-Depressant Brownies, maybe a stew or spaghetti sauce that will be dinner for a few nights.
