You shouldn't have to deduct any amount....did you have drawings drawn up for the building....if so then you have warranty....until you pay your bill they have to go back and fix it to whatever specs are required.

Whomever is asking you to change these items - you could request a letter from there written to the contractor so they understand this is out of your hands.

How was the rebar put down "wrong" unless they didn't put enough down - I don't think there is really a "wrong" way to put down rebar. I am just thinking maybe there is a way to get the inspector to pick your fights wisely. Go for the items that will cause structural damage in the future. And anything that is hidden and won't affect anything - don't worry about.

Remember you shouldn't be deducting anything off the building price...they should be fixing any deficiencies there are.
