This is why I am supporting the policy of having to register your pets and when you have more than 8 without a breeders permit you have to have an inspection of the property to check on the animals and the health standards at the property. Then if there are more than two complaints about smell or noise they step in and will seize the animals. To bad more areas aren't really into the animal welfare until the horror stories come out.
