Dog owners, HELP!

As we still haven't heard back from the specialists about Archie, he's still on vet-ordered rest, which means no walks. For those of you that know Springer Spaniels, you'll understand what not walking one for 3 weeks is like! He is stir crazy and he's driving both me and our old dog (who's a great puppy sitter) mad! Bouncing off the walls and furniture, jumping up, biting everyone (he's discovered that his teeth are a formidable weapon and uses them if you do something he doesn't like, eg. grabbing his collar to stop him attacking the other dog!).
Advice please! We have lost almost all control over him. He spends quite a lot of time in his crate quite happily, but it's the biting and jumping up that's got me worried...are we ever going to able to control him if we don't sort this now? 
Does anyone advocate the rolled-up newspaper on the nose? I've tried rapping his dog and smacking his rump, as well as NO but he ignores all of it! I don't really want to resort to cold water indoors!
