Psyllium is mostly soluble fiber, but harder to use for IBS persons. In an amount of 6 g of phyllium (Konsyl) there is 4 g of soluble fiber. It is my understanding that Flax SEED is 2/3 inslouble and 1/3 soluble, so this differs what you are reading. If I may ask, what is the name of the book and what is the flax supplement brand name they are talking about?
Metamucil is phyllium, true, but also full of additives and preservatives, not to mention that phyllium has a tendancy to make one bloat.
Your best bet is to use a pure soluble fiber supplement like acacia, or Benefiber or Citrucel in powder or tabs. I would be reluctant to rely on either all psyllium or fax as my added fibers of choice.
Note: I to use both, phsyllium and flax seed, but use only the phsyllium at night before bed and flax seed in small amounts in smoothies (for both the fiber and the oil). The rest of the time, during the day I use the pure soluble fiber supplements just before a meal.
