Yep - sugar coated fennels seeds are a favorite Indian after dinner treat. Fennels seeds are almost all insoluble fiber and chewed they could exacerbate IBS. If you do chew fennel seeds then it might be wise to eat them with a good soluble fiber base. Even then you may find they cause problems.
