To me it does.

I debated a bit about what that threshold meant -- whether each component had to be less than 25%, or whether the meal as a whole needed to be. I decided on the meal, and have been okay with that (my mayo substitute is about 30%, but the sandwiches I make are low fat.)

I'm A, predominently C, but too much fat can bring on a nice D attack. You have to figure out what you can tolerate. Everyone is different.
