There are commercially available Soluble Fiber Supplements that contain Soluble Fiber and no Insoluble Fiber. According to Heather's FAQs, all of the SFS she lists are Soluble and no Insoluble except Metamucil which has both Soluble and Insoluble Fiber.

What makes the Acacia fiber different is that is contains no "fillers, binders, sweeteners, or other added ingredients." This used to be true of Benefiber powder as well - I don't know if it still is with the new formulation, you'd have to check the label. (The Benefiber Website still has the old label. Sigh.) In addition, "Acacia Tummy Fiber™ is the only organic soluble fiber supplement on the market."

So the answer to your question is that you can find many SFS that contain only Soluble Fiber if by that you mean no Insoluble Fiber. Benefiber may contain only Soluble Fiber with no added ingredients. Acacia definitely contains only Soluble Fiber with no added ingredients.

It does seem odd that your health food stores are saying they don't carry something like pure guar gum. Perhaps if you're actually asking for a "Soluble Fiber Supplement", they don't think of it that way. Try Chupie's advice and ask for it as "guar gum" and see if they can figure it out then.

Just out of curiosity, why would you prefer not to try Acacia?
