I think they put those dosage limits on SFSs because - like the letter says - they don't want to say "take as much as you want!" and have people tempted to use the SFS as a total replacement for soluble fiber in the diet. SFSs are really more like a food than a drug, though, so it's perfectly safe to take more than what the bottle recommends. Just be sure you're getting soluble fiber in your daily food intake, too.
