for the answer. I was just wondering and that does make sense. I just bought 2 bags each of fennel and acacia last week or so (my 1 bag of peppermint has lasted me over 6 months!). I keep my fennel in a large glass canister on the counter by my tea kettle. I put in a couple inches of fennel then an inch of peppermint and so on all the way up in stripes and it looks kind of cool. The extra tea I keep in freezer bags. I also keep my acacia in a little glass canister next to it with a tablespoon measure stuck in it. So for me the bags work fine. It seems like a lot of money when ordering the products but for the amount you get it is very inexpensive. If you bought a pound of fennel at a store it would cost a lot more!
