If you want to avoid wheat but not gluten then spelt is a great substitute. Look for 'light spelt' breads or flours. Spelt has been separated much like white wheat and whole wheat, into light spelt and dark or whole spelt. There are breads made from white rice flour mixes as well. I have seen wheat-free and gluten-free bagels at my health food store so you may want to give them a shot.
