continual bloating and gasiness

I have been a frequent reader of these boards and have not seen this question asked. The soluble fiber that is supposed to stabilize IBS sufferers such as potatoes and oats are alleged to be gassy foods. So, can eating such foods on an empty stomach or at other times contribute to the bloating and gasiness associated with this disorder.
