Flour Substitutions?

A wheat intolerant friend suggested this supposely substitution: a mixture of rice flour, potato starch flour and tapioca flour. I now can't find the ratios for each of these. And am curious if anyone else has done a flour substitution with any success. The mixture suggested to me was suppose to "work like a charm" with no change in any recipe when substituted in. I have my doubts!! Any advice, suggestions, thoughts?
