Scalloped Poateos

Does this look safe? I found this on the net. Thanks
INGREDIENTS
4 cups thinly sliced raw potatoes
1 onion
1 tablespoon chopped parsley (optional)
3 tablespoons whole grain flour
1/8 teaspoon pepper
1-1/2 teaspoons salt
3 tablespoons low cholesterol margarine
1-1/2 cups skim milk

DIRECTIONS
1. Layer potatoes and onions in casserole, sprinkling flour between each layer.
2. Heat milk and margarine and season with salt, pepper, and parsley. Pour sauce over all layers.
3. Bake 1 hour covered at 350° F. Remove cover and bake additional 30 minutes.

NUTRITION INFO
Calories: 147
Fat: 6 g
Carbohydrates: 20 g
Protein: 4 g

I would sub the milk with soy or rice milk. Also sub the margarine with smart balance light. I am not sure about the whole grain flour either? How many servings does this make?

When I "used to cook" - just so busy lately - I kind of throw things together... i.e. rice, peas, carrots - LOL
Anyway - I made scalloped potatoes and my recipes was similar to this. However, if you are trying to go gluten free, you might:
1) Make you sauce separate - substituting cornstarch for the flour.
2) Can substitute chicken broth/stock for the milk
3) Saute onions in oil/Smart Choice/Butter... then do above....
My family always loved scalloped potatoes - good ole' Southern dish!
