I'm confused about fennel. I've seen some people say it's great for IBS, and other advice I've heard says it's a trigger.

Fennel oil has anti-spasmodic properties. However, fennel tea contains a carbohydrate - a fructan or FODMAP - known to worsen IBS symptoms in some people. Kate Scarlata - a dietitian with IBS and expert on the FODMAP approach for managing IBS symptoms has nice write-up on Tips on Tea for the FODMAP crowd

What of the herb itself for recipes? I've seen some charts that say Fennel is ok, and other charts say it's not ok.

Yes - the fennel plant is low FODMAP. It is the seeds that are the problem
