During cooling some of the starch in potatoes and rice becomes indigestible: it cannot be digested in the small intestine, so it reaches the colon, where bacteria break them down and produce gases, which may case abdominal bloating. However, in one study, resistant starch added to oral rehydration solution has shortened the duration of diarrhea.

Resistant starch is considered as a soluble fiber, but I'm not sure if it is possible to say in advance if it will have a positive or negative effect.

EDIT: Resistant starches are actually water insoluble; but they can be fermented by colonic bacteria, so it is property which makes them "like soluble" fiber.

Cooled rice and potatoes form a functional fiber which acts like a soluble fiber. So besides being a source of protein, carbs, vitamins and minerals they a great source of soluble fiber.
