Homemade Biscuit Recipe?

My fiance's mother gave me a recipe for his favorite "baking powder biscuits". It calls for 2/3 cup milk, so I tried it with soy milk, but they didn't rise. I used regular 2% milk & it worked, but I can't eat them... Does anyone have a good biscuit recipe that doesn't include milk? Or can anyone suggest a way to modify this recipe so he & I can both enjoy them?
2 cups a/p flour 4 tsp baking powder 1/2 tsp salt 1/2 tsp cream of tartar 2 tsp sugar 1/2 cup crisco shortening (all vegetable) 2/3 cup milk
Stir together first 5 ingredients. Cut in the shortening, then stir in milk. Bake at 450 for 10 mins.

I make biscuits using Heart Healthy Bisquick with Almond Unsweetened Original Milk and they are great. My husband even likes them. I have found that rice milk is too much like water. You might try the Almond Milk next time in your recipe.
