I have been starving for the past 2 days since I have been limiting my fat intake.

Why?

Last night I had rice, orange chicken (only a few small pieces) some chow mein (not much) and 1 small piece of brocoli, about 5 pieces of green beans. but mosly rice.

this morning I had a bowl of oatmeal at 9am and now it is 10:35 and I am hungry again.

what should I do??? eat or wait for lunch at noon?

I think if your hungry you should eat now!! I eat every 2-3 hours so I don't get that hungry feeling. Ususally eat about 6 times a day.

It's actually healthier to do as suzyq suggests. Have 5 - 6 small meals throughout the day. IT's easier to digest, and it helps keep you from getting hungry. Decrease what you eat at breakfast, lunch and supper, and add snacks based on soluble fiber to tide you over.
