Welcome to the board,

Some soluble fibers are fermented by bacteria in the colon faster than other soluble fibers producing lots of gas and other by-products. The gas increases the flatulence. For examples a commonly sold soluble fiber is inulin. It ferments very rapidly and it can exacerbate IBS symptoms. On the other hand soluble fibers like Heather's tummy fiber ferment slowly and synthetic soluble fibers that contain calcium polycarbophil such as FiberCon don't ferment at all.
