Probably not helpful. That wouldn't do anything to extract the volatile oils from the seeds, and you'd get such a minimal amount of fennel I doubt it would help. There's also a lot of insoluble fiber in seeds, and you need to be careful with that.

Straight fennel oil in capsules would work, but I don't know of any on the market. You can get peppermint oil capsules that have fennel oil in them, and they will help prevent bloating and gas. You have to take them on an empty stomach. Fennel tea would work for quick relief - oil capsules would be a preventative.
