That statement is found in a pamphlet from the vegan society which should be a credible source of information

Many common plant foods, such as oats and potatoes, could meet all our protein needs at any stage of life, even if they were the only food eaten. Beans, lentils and green
leafy vegetables provide much more than we need and can compensate for relatively low amounts in fruits and in some grains, particularly rice. Elderly people or slimmers
with limited calorie intake should include moderate amounts of beans (including soya products), peas and lentils.


Plant based Nutrition

Generally speaking a grain and a legume together give the 22 essential amino acids found in most proteins. It is quite possible that the amino acid complement of oats and potatoes will provide the 22 essential amino acids too
And this article says

"As an extreme example, even if you only ate one kind of grain, bean, potato, or vegetable as a protein source, and ate enough of that food, you could meet your protein and amino acid needs."

So if the grain was oatmeal then either legume, potato or veggie would give all the required amino acids.
